Strengthening Regulatory Oversight and Blocking Illegal Applications​

In response to rising concerns over predatory financial services, regulatory measures have been significantly reinforced. The RBI operationalized the 'Digital Lending Apps (DLAs)' directory on its website effective July 1, 2025. This public resource is designed to assist consumers in verifying if a DLA is associated with any Regulated Entities (REs) of the RBI.

The Ministry of Electronics and Information Technology (MeitY) has proactively taken enforcement action against fraudulent platforms. Following due process, MeitY has blocked a total of 87 illegal loan lending applications under section 69A of the Information Technology Act 2000. Furthermore, sectoral regulators are now authorized to issue directions for blocking information access through guidelines notified on October 22, 2025.

Key Directions and Consumer Safeguards Issued by RBI​

A crucial element in this protective drive is the issuance of the Reserve Bank of India (Digital Lending) Directions, 2025, dated May 8, 2025. These directions mandate detailed provisions for all regulated entities (REs), lending service providers (LSPs), and Digital Lending Apps (DLAs).

The new mandates strictly cover critical areas including data privacy protocols, grievance redressal mechanisms, and mandated recovery practices. This holistic approach ensures that accountability is established across the entire digital lending chain.

Government Initiatives to Intercept Fraudulent Platforms​

Beyond regulatory directives, proactive engagements with major industry players are underway to curb misuse. The Indian Cyber Crime Coordination Centre (I4C) of the Ministry of Home Affairs (MHA) is actively analyzing and reviewing the operations of unauthorized loan apps in collaboration with internet intermediaries.

To facilitate reporting and response, the MHA has launched a National Cybercrime Reporting Portal (www.cybercrime.gov.in). Citizens who encounter fake or illegal loan apps can now report these cyber incidents through this portal or by calling the National Cybercrime Helpline number "1930".

Consumer Access Points and Awareness Campaigns​

The Government and RBI have ensured multiple avenues for citizens to lodge complaints against unfair practices. Banks are utilizing the public-facing 'SACHET' portal, alongside State Level Coordination Committees (SLCC), to facilitate complaints regarding illegal money collection or deposit issues by specific entities.

Furthermore, robust awareness campaigns are being executed across various media platforms. These efforts include short SMS and radio publicity aimed at preventing cybercrime. The RBI is also conducting electronic-banking awareness and training (e-BAAT) programmes focused on fraud risk mitigation and financial safety.
