NeuEN Wins Numaligarh Refinery Green Hydrogen Tender at Record Low Price of ₹279/kg​

New Delhi, March 24: NeuEN Green Energy, a joint venture between Bharat Petroleum Corporation Limited (BPCL) and Sembcorp Green Hydrogen India, has secured a major contract to supply green hydrogen to Numaligarh Refinery Ltd (NRL) at the lowest price discovered in India to date.

Record-Breaking Green Hydrogen Price Discovered​

The company won the tender to supply 10,000 tonnes per annum of green hydrogen at a price of ₹279 per kg, marking a new benchmark in India’s green hydrogen sector. According to sources, competing bids in the tender were close, at ₹280 and ₹281 per kg, reflecting increasing cost competitiveness and market maturity.

Green Hydrogen Facility Planned in Assam​

As part of the project, NeuEN will establish a green hydrogen production facility at the Numaligarh refinery in Assam. The project will operate under a build, own, and operate model, with a 25-year supply agreement in place.

The scope of the project includes design, engineering, construction, commissioning, and long-term operations and maintenance. The facility will supply gaseous green hydrogen and is expected to begin commercial operations in 2028.

Focus on Reliable and Scalable Clean Energy​

The upcoming facility will integrate renewable energy sources with advanced storage systems to ensure reliable, round-the-clock hydrogen supply. This is aimed at supporting the refinery’s decarbonisation efforts and enhancing operational sustainability.

Strategic Push Towards Energy Transition​

BPCL Chairman and Managing Director Sanjay Khanna described the development as a significant milestone in the company’s transition toward a future-ready energy portfolio. He noted that the project strengthens BPCL’s position across the green hydrogen value chain and aligns with its strategy to deliver clean energy solutions.

Sembcorp’s leadership also highlighted the importance of the project in advancing India’s green hydrogen ambitions. The company stated that achieving such a tariff underscores the role of well-structured long-term off-take agreements in enabling cost-efficient projects.

Industry Collaboration Driving Decarbonisation​

NeuEN Chairman Shelly Abraham emphasized that the partnership combines BPCL’s domestic infrastructure and market reach with Sembcorp’s global renewable energy expertise. This collaboration is expected to facilitate the integration of low-carbon solutions into refining operations.

Sembcorp currently holds a 7.6 GW renewable energy portfolio in India, positioning it to support large-scale and cost-competitive green hydrogen production in line with national decarbonisation goals.

The project highlights growing competitiveness in India’s green hydrogen market and signals a shift toward scalable, market-aligned clean energy solutions.
