BPCL and Sembcorp Joint Venture to Build Green Hydrogen Facility in Assam

New Delhi, March 24: NeuEN Green Energy Pvt. Ltd, a 50:50 joint venture between Bharat Petroleum Corporation Limited and Sembcorp Green Hydrogen India Private Ltd, has secured a contract to supply 10,000 tonnes per annum of green hydrogen to Numaligarh Refinery Ltd.

Under the agreement, NeuEN will develop a green hydrogen production facility at NRL’s refinery in Assam. The project will be backed by a long-term offtake arrangement, ensuring sustained supply and operational stability, according to a company statement.

Commercial Operations Targeted for 2028

The green hydrogen project is expected to commence commercial operations in 2028. It will integrate renewable energy sources with advanced storage solutions to enable round-the-clock operations, supporting the refinery’s decarbonisation efforts.

Strategic Push Towards Clean Energy Transition

Sanjay Khanna, Chairman and Managing Director of Bharat Petroleum Corporation Limited, said the project represents a key step in the company’s transition towards a future-ready energy portfolio.

He stated that through NeuEN, BPCL is strengthening its presence across the green hydrogen value chain and advancing its goal of becoming a supplier of clean energy solutions.

The contract was secured through a competitive bidding process, reflecting the growing maturity of the green hydrogen sector and increasing focus on scalable, market-aligned solutions.

Focus on Industrial Decarbonisation and Energy Security

Khanna added that the company will continue to focus on building strong execution capabilities while contributing to industrial decarbonisation and India’s long-term energy security.

Vipul Tuli, President and CEO, Renewables, West, and CEO, Hydrogen Business at Sembcorp, said the project aligns with the company’s strategy to support a lower carbon energy future.

He noted that the achieved tariff highlights the importance of well-structured long-term offtake contracts and added that the partnership aims to support NRL’s decarbonisation goals through a project of national importance.

Partnership Backed by Strong Capabilities

Shelly Abraham, Chairman of NeuEN, said the collaboration combines BPCL’s domestic market presence and infrastructure capabilities with Sembcorp’s global renewable energy expertise.

This integration is expected to enable low-carbon solutions in refining operations and support long-term industrial decarbonisation.

Sembcorp currently has a 7.6 GW renewable energy portfolio in India and continues to advance green hydrogen and its derivatives as part of its decarbonisation strategy, positioning it to support large-scale and cost-competitive green hydrogen production.
