Strengthening Fair Trade: DGTR Holds Briefing on Remedy Measures​

The Directorate General of Trade Remedies (DGTR), a key function within the Department of Commerce, hosted a comprehensive media briefing in New Delhi. The event focused on "Trade Remedy Measures: Creating a Level Playing Field for Indian Industry." This initiative underscores the government's commitment to policy reforms and institutional achievements designed to support domestic manufacturing.

Additional Secretary and Director General Trade Remedies (AS&DG), Shri Amitabh Kumar, addressed the press. He highlighted DGTR’s critical role as India's integrated trade remedy authority under the Ministry of Commerce and Industry. This mandate involves conducting anti-dumping, anti-subsidy, and safeguard investigations, offering recommendations to the Government consistent with WTO obligations.

Ensuring a Level Playing Field in Global Trade​

Shri Kumar emphasized that trade remedy measures are fundamentally instruments promoting fair trade, rather than arbitrary restrictions on imports. These mechanisms are employed specifically to combat unfair practices such as dumped or subsidized imports, or sudden import surges that cause injury to domestic producers. The primary objective of these investigations is to restore genuine competition and ensure a level playing field for Indian industry while permitting legitimate global trade at fair market prices.

The DGTR maintains a highly transparent and evidence-based investigative process. Proceedings encompass the thorough examination of applications, initiation of official processes, analysis of questionnaire responses, and verification of submitted information. Furthermore, all stakeholders, including domestic producers, exporters, and user industries, are given ample opportunity to participate and present their evidence throughout the investigation cycle.

Modernizing Defence: Introducing Digital Platforms and Key Reforms​

A major highlight from the briefing was the launch of significant reforms designed to streamline and strengthen trade defense mechanisms. The System for Ensuring Fair Trade through Unified Digital Platform (SETU) was introduced on 24 October 2025. SETU provides a crucial single-window digital interface, enabling end-to-end processing of all trade remedy cases via online filing and structured submissions.

Beyond the digital platform, DGTR has undertaken several other reforms to aid fragmented sectors. These include the Trade Remedies Advisory Cell (TRAC), various outreach programmes, and the introduction of simplified application formats. A specific procedural easing was achieved through Trade Notice No. 09/2021, dated 29 July 2021, significantly reducing procedural hurdles for MSMEs and fragmented domestic producers accessing these remedies.

Global Trade Defence and Balanced Oversight​

The AS&DG also detailed the strategic importance of DGTR's Trade Defence Wing, established in 2016. This wing acts as a central nodal platform dedicated to assisting Indian exporters who face anti-dumping, countervailing duty, or safeguard investigations in foreign jurisdictions. The wing coordinates efforts across various administrative Ministries, state governments, and international missions abroad.

Shri Kumar confirmed that DGTR maintains a balanced approach in all trade remedy proceedings. Through economic interest assessments and stakeholder consultations, the interests of consumers and user industries are duly considered. Crucially, DGTR strictly adheres to the Lesser Duty Rule, recommending duties only to the extent necessary to eliminate injury to the domestic industry.

The briefing concluded with Shri Kumar reiterating DGTR's dedication to these processes. He affirmed that trade remedy measures play an essential role in upholding a rules-based international trading system and supporting robust domestic manufacturing through transparent investigations and effective digital transformation.
