Central Govt Approves Landmark CGGPOA Project: ₹1,299 Crore Mega Office Hub Set to Surge Coordination in Amaravati

The Cabinet Committee on Economic Affairs has approved a monumental infrastructure project designed to redefine administrative functionality at India's new capital city. The approval concerns the construction of the Central Government General Pool Office Accommodation (CGGPOA) in Amaravati, Andhra Pradesh. This initiative is set to fundamentally transform the landscape of governmental service delivery in the rapidly evolving Greenfield city.

Administrative Consolidation and Operational Enhancement

The primary objective behind the CGGPOA project is the strategic consolidation of office spaces for various Central Government departments. By housing these agencies under one unified roof, the government aims to significantly enhance inter-departmental coordination. This centralization effort will lead to improved efficiency and effectiveness in the services provided by the Central Government to Andhra Pradesh.

Architectural Scope and Capacity Specifications

The CGGPOA is a massive undertaking planned over an area of 5.53 acres. The facility comprises two distinct blocks, each designed with specific vertical zoning. One block on Plot C-9 stands at Ground + 13 floors, while the second block on Plot C-8 is designated as Ground + 10 floors.

The project boasts a total built-up area spanning 23,25,000 sqft (2,16,032 sqm). This comprehensive structure is planned to accommodate approximately 8,000 officials and staff members. A dedicated podium parking facility is also planned, providing space for about 1,800 Equivalent Car Spaces (ECS) within the complex.

Pioneering Green Standards in Governmental Infrastructure

Reflecting a commitment to sustainable development, the CGGPOA incorporates high green building standards prevalent across India. The design prioritizes minimizing environmental impact through advanced site planning and enhanced resource management. The campus is being designed to achieve a minimum GRIHA 4-Star Rating. It will also comply fully with the latest provisions of the Energy Conservation and Sustainable Building Code (ECSBC) 2024.

The facility will be equipped with essential civic and community amenities, ensuring a holistic experience for occupants. These inclusions range from a Bank with ATM and Post Office to dedicated facilities like a Crèche and Recreation Room. The campus also features a Multipurpose Hall with a seating capacity of 500 and four separate canteens catering to the needs of employees and visitors.

Economic Impact and Project Funding Details

The estimated cost for this strategic project has been set at ₹1,299.08 crores. This funding will be managed by the Government of India through budgetary support under the specific Head of Account: 4059 Capital Outlay on Public Works. The project is projected to create substantial employment opportunities across both phases.

During the intensive construction period, the project is estimated to generate approximately 7,00,000 man-days per annum. Post-construction, the operational phase is expected to maintain job creation at around 50,000 man-days annually. The campus also ensures a barrier-free built environment, guaranteeing compliance with all applicable accessibility norms for Divyangjan (Persons with Disabilities).

Execution Timeline and Implementation Strategy

The execution of the Central Government General Pool Office Accommodation will be managed by the Ministry of Housing & Urban Affairs through the Central Public Works Department (CPWD). Pre-bid activities have already commenced for this key national undertaking. The preparation of tender documents is currently in progress, setting the stage for prompt construction commencement.
