Agreements Inked at India AI Impact Summit in New Delhi​

The Bihar government has signed Memorandums of Understanding worth Rs 468 crore with leading technology companies and IIT Patna at the India AI Impact Summit 2026 in New Delhi. The agreements span multiple projects, including the establishment of an AI Centre of Excellence and a major research park, marking a significant push toward positioning Bihar as a technology-driven state.

According to an official statement, the MoUs were signed with several major technology firms as well as with IIT Patna, strengthening collaboration between industry and academia.

Rs 60 Crore Bihar AI Centre of Excellence and Rs 250 Crore Research Park​

As part of the agreements, the state signed a Rs 60 crore MoU to establish the Bihar AI Centre of Excellence. The initiative is aimed at promoting artificial intelligence innovation and capacity building in the state.

A separate Rs 250 crore MoU was signed to set up a research park at IIT Patna. Tiger Analytics will serve as the Industry Partner, while IIT Patna will act as the Academic Partner for the project. The research park is expected to act as a hub for advanced research, innovation, and technology development.

Additional Investments Under Bihar GCC Policy 2026 and IT Policy 2024​

Further MoUs were signed with Global Capability Centre and IT units under the Bihar GCC Policy 2026 and the Bihar IT Policy 2024. These include:

  • Red Cyber with an investment of Rs 103 crore
  • GrowQR with Rs 30 crore
  • CIPL with Rs 25 crore
These agreements form part of Bihar’s broader strategy to attract technology investments and build a robust digital ecosystem.

10,000 Jobs and 50,000 Youth to Receive AI Skill Training​

The state government stated that the new investments are expected to generate over 10,000 job opportunities in emerging technologies. In addition, more than 50,000 young people are set to receive skill development training through AI-linked programs.

The government has recently approved the Bihar GCC Policy 2026 and the Bihar Semiconductor Policy 2026 with the objective of transforming Bihar into a global technology hub for eastern and northeastern India.

Bihar State Pavilion Inaugurated at Bharat Mandapam​

On Tuesday, Deputy Chief Minister Samrat Choudhary inaugurated the Bihar State Pavilion at the India AI Impact Summit and Expo 2026, held at Bharat Mandapam in New Delhi.

Union Minister Rajiv Ranjan Singh attended the event as Chief Guest, and the program was conducted under the chairmanship of Textiles Minister Giriraj Singh. Several senior leaders and officials were present, including Shreyasi Singh, Minister of Information Technology in the Bihar government; Dilip Kumar Jaiswal, Industry Minister; Rajya Sabha member Sanjay Kumar Jha; and Abhay Kumar Singh, Secretary, IT Department, Government of Bihar.

Speaking on the sidelines of the event, Samrat Choudhary said Bihar aims to move forward across sectors such as agriculture, education, and emerging technologies by adopting global advancements.

Union Minister Rajiv Ranjan Singh said the country is set to lead globally in AI technology and highlighted that the recently signed MoUs will accelerate technology growth in Bihar. He noted that the state has framed policies to establish various industries and that these policies are now beginning to deliver results.

Abhay Kumar Singh added that the state government is offering significant incentives to startups under both the IT and GCC policies, reinforcing Bihar’s commitment to building a strong technology and innovation ecosystem.
