Aviation Safety Surge: India Launches AIR SUVIDHA 2.0 to Combat Global Ebola Outbreak at Entry Points
Response to PHEIC: Ministry of Civil Aviation Deploys New Health Declaration Portal
The Ministry of Civil Aviation and Delhi International Airport Limited (DIAL) have jointly launched AIR SUVIDHA 2.0, a critical upgrade to the contactless Passenger Health Self-Declaration Portal. This initiative aims to significantly strengthen public health surveillance mechanisms across all Points of Entry (PoEs) within India. The launch follows the alarming declaration by WHO regarding the Ebola/Bundibugyo virus disease outbreak in the Democratic Republic of the Congo and Uganda. This mandatory portal ensures that international arriving passengers complete a thorough Health Self-Declaration before immigration clearance. It directly addresses the severity of the current outbreak, which has been confirmed as Bundibugyo virus disease (BVD). The World Health Organization designated this event as a Public Health Emergency of International Concern (PHEIC) on May 17, 2026.
Enhancing Border Surveillance and Data Integrity
Developed in close collaboration with the Directorate General of Health Services (DGHS), Ministry of Health & Family Welfare, AIR SUVIDHA 2.0 offers a comprehensive layer of security. The portal requires passengers to cover their travel history for the past 21 days, potential exposure history, and any related symptoms before they land in India. The technology enables real-time data sharing among multiple key agencies. This includes the Airport Health Officer, the Bureau of Immigration, IDSP (Integrated Disease Surveillance Programme), and State Surveillance Officers. The integrated approach ensures swift identification and referral of travellers who may be at risk.
Streamlining Passenger Experience with Digital Compliance
Passengers are required to complete the Airsuvidha Self Declaration Form (SDF) online 24 hours in advance of their scheduled arrival. This preparation is essential for a seamless and contactless landing experience, eliminating the need for physical forms upon touching down. The SDF provides pre-arrival screening, allowing passengers to complete it during web check-in. Upon arrival, travelers are only required to present the downloaded SDF at either the International Travel Health Desk or the Immigration counter. This process upholds passenger safety while maintaining efficiency in airport operations.
Critical Instructions for International Travelers
International travellers are strongly urged to complete their mandatory Self-Declaration accurately and well in advance of their flight. The integrity of this public health measure relies on the cooperation and diligence of every arriving passenger. In adherence to the revised procedures, all passengers should access the Airsuvidha portal via [https://airsuvidha.civilaviation.gov.in/](https://airsuvidha.civilaviation.gov.in/). This mandatory step ensures full compliance with national health directives amidst the ongoing international health concern.
