Government Mandates 60% Free Seat Allocation on Flights to Boost Passenger Convenience​

New DGCA Guidelines Aim to Improve Transparency and Fair Access in Air Travel​

New Delhi, March 18: In a major step to enhance passenger convenience and streamline airline practices, the Ministry of Civil Aviation on Wednesday directed that at least 60 per cent of seats on any flight must be allocated free of charge. The move is aimed at ensuring fair access to seating while improving the overall ease of air travel.

The directive, issued through the Directorate General of Civil Aviation, focuses on strengthening transparency, passenger rights, and uniformity across airlines operating in India.

Passengers on Same PNR to Be Seated Together​

As part of the updated guidelines, airlines have been instructed to ensure that passengers booked under the same Passenger Reservation Number are seated together, preferably in adjacent seats. This measure is expected to significantly improve travel experience for families and group travellers.

Clear Policies for Baggage, Pets, and Special Items​

The ministry has also called for greater clarity and transparency in airline policies related to the carriage of sports equipment, musical instruments, and pets. Airlines are required to adopt passenger-friendly practices while adhering to safety and operational regulations.

Emphasis on Passenger Rights and Communication​

The new directions reinforce strict compliance with the passenger rights framework, especially in situations involving delays, cancellations, or denied boarding. Airlines must prominently display passenger rights across their websites, mobile applications, booking platforms, and airport counters.

Additionally, the ministry has stressed the importance of communicating passenger entitlements in regional languages to improve accessibility and awareness among a wider audience.

India’s Aviation Sector Continues Rapid Growth​

India has now become the third-largest domestic aviation market globally, supported by increasing accessibility under the UDAN scheme. Airports across the country collectively handle more than five lakh passengers daily, reflecting strong growth momentum in the sector.

Passenger-Centric Initiatives at Airports​

Highlighting ongoing efforts, the ministry noted several initiatives designed to improve passenger experience. These include UDAN Yatri Cafes offering affordable food options, Flybrary services providing free access to books, and free Wi-Fi facilities at airports.

The Ministry of Civil Aviation reiterated its commitment to enhancing transparency, reducing passenger grievances, and maintaining high safety standards across the aviation ecosystem while continuing to focus on ease of travel.
