US President Donald Trump on Tuesday called on lawmakers to pass new legislation aimed at preventing undocumented immigrants from obtaining commercial driver’s licenses in the United States.

Speaking during his State of the Union address, Trump introduced what he referred to as the “Dalilah Law,” a proposal he said would bar any state from issuing commercial driver’s licenses to individuals living in the country without legal status.

“Many, if not most, illegal aliens do not speak English and cannot read even the most basic road signs,” Trump said. He urged Congress to approve the legislation, arguing it was necessary to strengthen road safety standards and immigration enforcement.

Who Is Dalilah Coleman?​

The proposed legislation is named after Dalilah Coleman, a first grader who was severely injured in a crash involving a semi truck.

According to the White House, Coleman suffered a traumatic brain injury and cerebral palsy following a 2024 accident involving an 18 wheeler. She now requires lifelong care and therapy. The crash left her nonverbal, and she is currently relearning how to walk.

Her case has become central to Trump’s push for stricter controls on the issuance of commercial driver’s licenses to undocumented immigrants.

Details of the Crash and Immigration Status​

Authorities identified the truck driver as Partap Singh, described as an undocumented immigrant from India. The family vehicle Coleman was traveling in was struck by the semi truck he was driving.

According to the Department of Homeland Security, the crash occurred when Singh was speeding through a construction zone and failed to stop for traffic.

Officials said Singh allegedly entered the United States through the southern border in October 2022 and was released into the country under the administration of former President Joe Biden. Despite his immigration status, he was issued a commercial driver’s license by a state authority.

Singh was later re arrested by Immigration and Customs Enforcement in August 2025 and is currently facing deportation proceedings under the Trump administration.

Legislative Push and Immigration Debate​

The call for the “Dalilah Law” comes amid broader national debate over immigration policy and state level authority in issuing driver’s licenses. Trump framed the proposal as a measure to address what he described as gaps in enforcement that allowed undocumented immigrants to operate commercial vehicles.

The legislation, if introduced and passed by Congress, would prevent states from granting commercial driver’s licenses to individuals without legal immigration status.
