Odisha Positioned for Transformative Growth in Critical Minerals
New Delhi, February 23: Odisha’s critical minerals sector is projected to expand sharply over the next seven years, with its total value expected to rise from USD 8 billion in 2025 to between USD 18 billion and USD 20 billion by 2032, according to a new study by the Net Zero Energy Transition Association. The projections were unveiled during the Global Cleantech Expo Odisha 2026, highlighting what industry stakeholders describe as a structural shift in the state’s mining and value addition ecosystem.
Processing and Manufacturing to Gain Strategic Share
The study outlines a significant transformation in Odisha’s mineral value chain. In 2025, mining accounts for 40 percent of the sector’s profile, while processing and manufacturing contribute 10 percent and 5 percent respectively.By 2032, this mix is expected to change markedly. Mining is projected to rise to 50 percent, while processing is set to increase to 40 percent and manufacturing to 30 percent. The shift is being driven by focused policy initiatives and industrial investments aimed at strengthening downstream value addition within the state.
The projections indicate that Odisha is moving beyond raw mineral extraction toward a more integrated model combining mining, processing and advanced manufacturing.

Speaking at the event, Debi Prasad Dash, Executive Director of the Net Zero Energy Transition Association, said Odisha’s emergence as a preferred destination for critical minerals and cleantech investment reflects a proactive policy environment and long term vision. He noted that the state holds reserves of more than 30 critical minerals, positioning it to play a central role in India’s clean energy transition. Recent discoveries of lithium in Nayagarh, along with graphite, vanadium and cobalt, are expected to further strengthen supply chains and value addition efforts.
Rare Earth Corridor and Auctions Boost Industrial Pipeline
Policy initiatives such as the Rare Earth Corridor in Ganjam and a dedicated auction calendar for critical mineral blocks are accelerating Odisha’s ambitions to become a hub for solar, battery and electric vehicle manufacturing.More than 10 leading industries have pledged manufacturing investments in the state, leveraging Odisha’s port connectivity to access domestic and global markets.
