
Budget Revision Proposal Under Active Review by Public Investment Board
Numaligarh, Assam, February 24: The cost of the three-fold capacity expansion of Numaligarh Refinery Ltd, the largest refinery in the Northeast, is likely to increase by nearly Rs 5,900 crore, taking the overall project outlay to around Rs 34,000 crore, according to company officials.The company has submitted a proposal to the government seeking approval to revise the budget of the Numaligarh Refinery Expansion Project from Rs 28,026 crore to Rs 33,901 crore. The proposal is currently under active consideration by the Public Investment Board.
The expansion, being executed as a brownfield project, is a significant step in strengthening refining capacity in the region.
Refinery Capacity to Triple to 9 MMTPA by December 2026
The capacity of the refinery, located in Assam’s Golaghat district, is being increased from 3 million metric tonnes per annum to 9 million metric tonnes per annum under the Numaligarh Refinery Expansion Project.Officials confirmed that the project remains on track for completion by December 2026.
A senior official stated that work on the expansion is progressing at full pace, with around 85 per cent of the overall work already completed. The company has so far spent an estimated Rs 27,601 crore on the project.
The expansion is expected to significantly enhance refining capacity in the Northeast, reinforcing the strategic importance of the facility in the region’s energy landscape.
